As a successor to the BR 118 and to replace the last steam locomotives, the DR bought a six-axle diesel-hydraulic locomotive with electrical train heating in the mid-1970s. Within the Comecon, Romania was now responsible for traction vehicles of this class, so that it was not possible to build the required locomotives in the GDR. Numerous problems with the production quality led to the cancellation of eighty engines, so that a total of 200 locomotives were put into service up to 1985.
