Cell cars were in service as part of regular passenger trains which travelled according to special timetables. There were also station prisons in case the transportation of prisoners had to be interrupted for an overnight stay or for timetable-related reasons. From 1928 onwards, the Deutsche Reichsbahn purchased a series of 40 Z 28 cell cars from the Wegmann carriage factory. The cars had room for 10 double-seat and 2 four-seat compartments, and further space for four accompanying personnel. They also had a toilet and a heating system that operated independently of the other carriages.
