The decline in traffic at the Deutsche Reichsbahn spurred the shutdown of many locomotives. The 118 series, which had recently been indispensable, was the most affected. Increasing electrification in the DR had also caused a decline in 118 operations in previous years. However, some locomotives from the former V 180, which was renamed the 228 series on January 1, 1992, were intended to be used on the steep routes in Thuringia in the longer term. A few locomotives from the 228.6–8 series were retained by DB AG until 1998.
