In the early 1960s, the former Czechoslovak State Railways (CSD) needed new, high-performance electric freight locomotives for the 3 kV DC system in the north and
east of the country. A locomotive from the E 499.1 series, which was under construction at the time, was adapted for freight service as a prototype. With a continuous power output of 2,032 kW, they reached a top speed of 90 km/h.
A total of 85 locomotives of the E 469.1 series were delivered by Skoda to the Czechoslovak State Railways.
